the way of thinking and expressing is quite different between chinese and english. english is a kind of static languages which tends to use more nouns. while chinese is a dynamic one in which verbs are often used.

so when we make translation in english to chinese, we should know this point and shift the parts of speech.

随着我国人口老龄化的加剧，养老问题已成为我国社会生活中存在的一个不容忽视的问题。由于家庭结构的变化，子女数量的减少，传统的家庭养老和社会养老已经不能适应我国目前快速老龄化的现状。在我国城市社区快速蓬勃发展，社区服务功能日益扩展和凸现的背景下，如何以社区为依托和载体，使之承担和发挥其养老服务功能，成为理论和实践上需要研究的问题。

近年来，对城市社区养老服务问题的研究较之初期的研究已逐渐走向深入，研究视角也在不断拓展。从研究城市社区养老服务的文献来看，多数研究集中在社区的境况、老年人的生理特征、心理特征、养老工作存在的问题等方面，优势视角、增能理论也开始得到了初步应有。以社区照顾理论的视角来研究城市社区养老服务的研究也有不少，但目前运用的深入和全面分析尚不多见。虽然这些相关研究对城市社区养老服务的发展都起着极大的促进作用，但也存在着不足和缺陷。例如：多数研究从社会调查的角度出发，比如对我国老年人身体状况、生活状况的调查等；问题的分析多数也仅仅局限在浅层次的空洞层面，分析还不够深刻细致，让人知其然不知其所以然；对于问题解决，太过注重养老的物质层面，而忽略内心和精神层面；在方案的提出方面，考虑不够全面，大多停留在宏观政策的层面，很多措施抽象而不具体，也难以落实，同时也缺乏可行性。

因此，我在本文的写作过程中，结合当前城市社区养老服务的现状，全面分析其所存在的问题，在社区照顾理论的应用和深入下，重点从文化传统、思想观念、经济实力等方面着手，针对我国的城市社区养老服务发展初步提出建设性对策。希望能够为我国的城市社区养老服务的发展工作提供建议和参考。

全文共分四个部分，分别为：社区照顾理论的分析、我国城市社区养老服务的现状、我国城市社区养老服务所存在的问题及原因分析、社区照顾理论下我国城市社区养老服务的发展对策。

第一部分主要阐述了社区照顾理论的来源、相关概念、内涵及特点。旨在增加对该理论的理解。

本文采用的研究方法主要有：文献研究法、比较分析与实证分析法，

首先本文是在查阅大量相关资料和前人的研究情况下来进行写作的。

其次，本人对重庆市部分社区进行了走访调查，调查对象注意了地域代表性。最后，对大量的资料进行了归纳总结，分析原因，并提出几点可行的建议。

本文存在着一些不足之处，例如由于人力和时间有限，不能对各社区进行大范围的调查，改进与验证。

第三部分是提出目前我国农村公路建设存在的问题。我国农村公路建设的步伐是飞快的，尤其是在2015年后，其成绩是有目共睹的。但是随着经济的发展和运营车辆的增重、增多，越来越多的问题暴露了出来。我总结了一下，罗列出了以下四大方面的问题：1、农村公路建设项目研究深度、广度不够。2、农村公路建设资金短缺。3、工程建设与质量监督不完善。4、农村公路养护和管理上存在问题。

第四部分是提出对提高我国农村公路建设的对策建议。针对以上罗列出的四个方面的问题，我整理总结出了以下四个方面的对策建议：1、我们的政府要发挥管理职能，要做到：统一领导，分级管理，落实责任，统筹兼顾，优化结构，发挥效能，坚持标准适度原则，发挥最大投资效益。2、农村公路建设资金要管理、配套、使用三到位。3、完善工程建设和质量监督。要完善工程的建设，就必须要规范工程管理，确保工程质量；要完善质量监督，就要实施“阳光作业”，完善监督机制。4、加强农村公路养护管理。要做好农村公路的养护工作，就要根据《公路法》的有关规定，以“建设是发展，养护管理也是发展”的思想，切实做好农村公路的养护工作。1、明确职责。2、加大公路管理法律法规宣传。3、加大农村公路超限运输的查处力度。4、建立农村公路科高效的管理模式。5、加强路政管理和日常养护。
